The Ministry of Foreign Affairs is pleased to notify all agencies of the Royal Government that the Rules of Procedure for Treaty Making 2016 has been adopted by the Cabinet during the 96th Session of the Lhengye Zhungtshog held on 13 February 2016. The Rules of Procedure (RoP) is now in force and all agencies are required to follow the RoP for any treaty proposal to be undertaken by the agencies. The Permanent Mission of the Republic of Palau, Permanent Mission of São Tomé and Príncipe and the Permanent Mission of Socialist Republic of Viet Nam to the United Nations organized a special event entitled “Happiness and Well-being in the UN 2030 Agenda: Achieving a New Vision of Sustainable Development for the People and the Planet” on 20 March 2016 at the United Nations in New York to celebrate the International Day of Happiness. The event was a tribute to Bhutan for its initiative in spearheading the United Nations resolution A/RES/65/309 entitled “Happiness: towards a holistic approach to development” that was adopted on 19 July 2011. FOREIGN MINISTER LAUNCHES PUBLICATION “BHUTAN AT THE UNITED NATIONS”, MINISTRY OF FOREIGN AFFAIRS, THIMPHU, 15TH MARCH 2016
At the Ministry of Foreign Affairs, Hon’ble Foreign Minister launched “Bhutan at the United Nations”, a compilation by Lyonpo Dago Tshering of statements delivered by Bhutan’s delegations at the United Nations since 1971. The work, contained in two volumes, spans over four decades of Bhutan’s engagements at the United Nations from 1971 to 2014.
The Compendium is a tribute to His Majesty the Fourth Druk Gyalpo Jigme Singye Wangchuk, the architect of Bhutan’s foreign policy and visionary for much of Bhutan’s interactions with the international community.
The Foreign Minister thanked Lyonpo Dago Tshering for producing the anthology and stated that this is the first time Bhutan’s statements at the UN are made available in a single comprehensive publication, and made easily accessible to all. Read more

On 15 March 2016 in New Delhi, Ambassador V. Namgyel of Bhutan to Japan and Ambassador Kenji Hiramatsu of Japan to Bhutan signed the Exchange of Notes under the Japanese Grant Aid “The Project for Improvement of Machinery and Equipment for Construction of Rural Agriculture Road (Phase Ill)” with assistance amounting to 966 million Yen.
