As a country emerging out of isolation, tourism was recognized as a potential driver of socioeconomic development while generating valuable foreign exchange which can be used to finance development.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Since 1974 Bhutanese tourism was guided by the policy of \u2018High value, Low volume\u2019 with the government actively engaged in managing visitors through the implementation of a prepaid pricing and payment system with a minimum daily rate that covers an all-inclusive package.
