Namgyel and Ambassador of Japan to Bhutan Keiichi Ono signed the Exchange of Notes for the Project for Human Resource Development Scholarship (JDS) on 25<sup>th<\/sup> August 2026 in New Delhi.<\/p>\n<p style=\"font-weight: 400;\">Under this agreement, the Government of Japan will provide a grant of one hundred and seventy-one million Japanese Yen to the Royal Government of Bhutan to support seven&nbsp; master&#8217;s-level courses for young government officials at Japanese universities.<\/p>\n<p style=\"font-weight: 400;\">This marks the first Exchange of Notes for the Project for Human Resource Development Scholarship under its Third Phase ( 2026-2029).<\/p>\n<p style=\"font-weight: 400;\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-2131 alignleft\" src=\"https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_3997-300x200.jpg\" alt=\"\" width=\"386\" height=\"257\" srcset=\"https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_3997-300x200.jpg 300w, https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_3997-1030x687.jpg 1030w, https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_3997-768x512.jpg 768w, https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_3997-1536x1024.jpg 1536w\" sizes=\"(max-width: 386px) 100vw, 386px\" \/>The first Exchange of Notes for the Human Resource Development Scholarship Project was signed in 2018 in Thimphu, coinciding with the visit of the Japanese Foreign Minister Taro Kono to Bhutan. Since then, a total of 59 fellows (54 masters and 5 PhD) have benefited from the Project. A total of 23 government officials from various agencies are currently undergoing Masters and PhD courses in Japanese universities.<\/p>\n<p style=\"font-weight: 400;\">The Project for Human Resource Development Scholarship (JDS) provides full scholarships aimed at developing human resources and further strengthening bilateral relations between Bhutan and Japan. The Royal Civil Service Commission (RCSC) has identified key areas enhancing administrative capacity, institutional development and creating a strong <img decoding=\"async\" loading=\"lazy\" class=\" wp-image-2133 alignleft\" src=\"https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_4006-300x200.jpg\" alt=\"\" width=\"383\" height=\"255\" srcset=\"https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_4006-300x200.jpg 300w, https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_4006-1030x687.jpg 1030w, https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_4006-768x512.jpg 768w, https:\/\/www.mfa.gov.bt\/rbedelhi\/wp-content\/uploads\/2026\/08\/IMG_4006-1536x1024.jpg 1536w\" sizes=\"(max-width: 383px) 100vw, 383px\" \/>foundation for sustained economic growth. The scholarship will support studies in Economic Policy Development; Public Policy, Administration and International Relations; Agriculture and Rural Development Policy.<\/p>\n<p style=\"font-weight: 400;\">The selection of candidates for the 2027 intake will commence from September 2026 till April 2027.<\/p>\n<p style=\"font-weight: 400;\">The Project for Human Resource Development Scholarship (JDS) is another important initiative contributing to the longstanding friendship, understanding and cooperation between Bhutan and Japan. Over the years, the Government of Japan has been generously supporting Bhutan in many different areas, such as agriculture, health, telecommunications, rural electrification, construction of bridges, building of schools, providing fire engines, police patrol cars, compactor trucks, ambulances, and medical equipment and farm machinery.<\/p>\n<p style=\"font-weight: 400;\">Ambassador V.
