Namgyel and Ambassador of Japan to Bhutan Kenji Hiramatsu signed the Exchange of Notes for the Project for Human Resource Development Scholarship on 19 June 2019 in New Delhi.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Through this project worth 174 million Yen, the Government of Japan will support Master\u2019s and PhD courses for 10 government officials in Japanese universities from 2020. Candidates for the 2020 batch will be selected soon. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The first Exchange of Notes for the project was signed between the two Ambassadors on 23 June 2018 in Thimphu coinciding with the visit of the Japanese Foreign Minister Taro Kono to Bhutan. 10 government officials from various agencies will begin their courses (9 Masters\u2019 and 1 PhD degrees) in Japanese universities from this September. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Project for Human Development Scholarship provides full scholarship with the objective to support human resource development and to enhance bilateral relations between the two countries. The Royal Civil Service Commission has identified four key areas for the scholarship courses: agricultural and rural development; industrial foundation development; infrastructure development for sustainable economic growth; and counter measures for climate change and disaster risk management. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Speaking at the signing ceremony held at the Japanese Embassy, Ambassador V. Namgyel said that high quality human resource is the key to the economic and social development of a nation. As such, enhancing the knowledge and qualification of Bhutanese government officials in the four key areas identified by the Royal Civil Service Commission will make significant contributions to Bhutan\u2019s socio-economic development. Ambassador Namgyel also said that, like all the other projects supported by the Government of Japan till date, this project too will strengthen the excellent bonds of friendship, understanding, and cooperation that exist between Bhutan and Japan. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ambassador V.
