The Second Bhutan-India Development Cooperation Talks for the 12th Five Year Plan (FYP) between the Royal Government of Bhutan (RGoB) and the Government of India (GoI) is scheduled to be held in New Delhi on Friday, 29th November 2019. The Bhutanese delegation will be led by Foreign Secretary Kinga Singye, and the Indian delegation by H.E. Mr. T.S. Tirumurti, Secretary (Economic Relations), Ministry of External Affairs.

The two sides will review the implementation of projects funded by the Government of India in the 12th FYP which includes Project Tied Assistance (PTA) and Small Development Project/High Impact Community Development Project (HICDP). The two sides will also hold discussions on 22 new PTA projects, which will be proposed by the Bhutanese side.

The Government of India has committed to provide Nu. 45 billion for Bhutan’s 12th FYP. The Government of India’s commitment to the 12th Plan constitutes about 14.5% of the Plan outlay which is around 38.75% of the capital outlay and 71% of the total external assistance.
